Extract from letter of March 8th from Sir J. Denison
Pender to Mr. Mounsey.

As regards the Chinese Administration's Office at
Hongkong, I would quote for your information the further
telegraphic advices which I have received on the subject:-
On the 23rd February that the Hongkong Government
will maintain communication by radio between Hongkong and
Canton, until the Canton Government is agreeable to the
Cable Companies working the Hongkong end of the landline.
On the 25th February, I wired to my representative
at Hongkong that I presumed the opening of communication by
radio would only be temporary, as, otherwisem it would be
contrary to the Cable Companies' existing rights in China;
Cable
also, that traffic received from Canton by radio would be
handed over to the Cable Companies for further transmission,
pending an arrangement with Canton for resumed landline
working, which the Cable Companies were prepared to under-
take.
Today I am informed that the foregoing has not yet
been conveyed to His Excellency the Governor, who is
visiting Canton.
Yours sincerely,
(Sga) J. Denison Pender.
Chairman.
